រាជធានីភ្នំពេញ៖ ថ្ងៃទី៨ ខែធ្នូ ឆ្នាំ២០២២ ឯកឧត្តម សុខ ពុទ្ធិវុធ រដ្ឋលេខាធិការ តំណាងដ៏ខ្ពង់ខ្ពស់ឯកឧត្តម ជា វ៉ាន់ដេត រដ្ឋមន្ត្រីក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ បានអញ្ជេីញជាអធិបតីសិក្ខាសាលាផ្ទៃក្នុងផ្សព្វផ្សាយរបាយការណ៍សិក្សាអំពីទិន្នន័យបើកចំហនៅកម្ពុជា នៅសណ្ឋាគារស៊ីតាឌីន ហ្លេតទីរុន (Citadines Flatiron) ដោយមានការចូលរួមដោយថ្នាក់ដឹកនាំ អគ្គនាយក អគ្គនាយករង និងមន្ត្រីជំនាញពាក់ព័ន្ធនៃក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ និងតំណាងសហភាពទូរគមនាគមន៍អាស៊ីប៉ាស៊ីហ្វិក (APT) និងទីភ្នាក់ងារសង្គមព័ត៌មានជាតិកូរ៉េ (NIA)។
របាយការណ៍សិក្សានេះត្រូវបានរៀបចំឡើង ក្នុងគោលបំណងសិក្សាពីស្ថានភាពបច្ចុប្បន្ននៃទិន្នន័យបើកចំហ ពិនិត្យមើលពីឧត្តមានុវត្តន៍ប្រទេសក្នុងតំបន់និងពិភពលោក ប្រមូលធាតុចូលពីភាគីពាក់ព័ន្ធ វិភាគអំពីវិស័យអាទិភាពសម្រាប់ទិន្នន័យបើកចំហ និងរៀបចំជារបាយការណ៍សម្រាប់ផ្តល់ជាធាតុចូលលើការរៀបចំគោលនយោបាយទិន្នន័យបើកចំហ ក្រោមជំនួយបច្ចេកទេសពីសហភាពទូរគមនាគមន៍អាស៊ីប៉ាស៊ីហ្វិក(APT) សហការជាមួយ និងទីភ្នាក់ងារសង្គមព័ត៌មានជាតិកូរ៉េ (NIA)។
ឯកឧត្តម បានមានប្រសាសន៍ពីសារៈសំខាន់នៃទិន្នន័យបើកចំហ(រដ្ឋាភិបាលបើកចំហ) ដែលនាំមកនូវតម្លាភាពដល់ដំណើរការការងាររបស់រដ្ឋាភិបាល និងអាចជួយដល់មន្ត្រីរដ្ឋាភិបាលទទួលខុសត្រូវចំពោះសកម្មភាពរបស់ពួកគេ ក៏ដូចជាជួយសម្រួលដល់ការវាយតម្លៃ និងការកសាងទំនុកចិត្កលើការអនុវត្តរបស់រដ្ឋាភិបាល។ លើសពីនេះ ទិន្នន័យបើកចំហក៏ជួយដល់រដ្ឋាភិបាលក្នុងការប្រើប្រាស់ធនធានប្រកបដោយប្រសិទ្ធភាព រៀបចំការផ្តល់សេវាសាធារណៈតាមតម្រូវការ ជួយដល់ប្រជាជនក្នុងការធ្វើសេចក្តីសម្រេចចិត្តលើគោលនយោបាយសាធារណៈ បង្កើតការងារនិងសេវាបន្ថែមទៀត និងជួយជំរុញដល់កំណើនសេដ្ឋកិច្ចផងដែរ។

H.E. Sok Puthyvuth Chairs an Internal Workshop on Dissemination of the Open Data Study Report in Cambodia

Phnom Penh: H.E. Sok Puthyvuth, Secretary of State, High Representative, H.E. Chea Vandeth, Minister of Post and Telecommunications, chaired an internal workshop to disseminate the Open Data Study Report in Cambodia at the Citadines Flatiron Hotel with the participation of the leadership, Director General, Deputy Director General, and relevant professional officers of the Ministry of Post and Telecommunications and representatives of the Asia-Pacific Telecommunication Union (APT) and the Korea National Information Agency (NIA).
This study report is designed to study the current state of open data, review the performance of countries in the region and the world, collect input from stakeholders, analyze priority areas for open data, and prepare a report for input. Develop an open data policy under the technical assistance of the Asia-Pacific Telecommunication Union (APT) in collaboration with the Korea National Information Society Agency (NIA).
He spoke about the importance of open data (open government), which brings transparency to government processes and can help government officials be accountable for their actions, as well as facilitate assessment and confidence building on government practice. In addition, open data helps governments to use resources more efficiently, tailor public service delivery, assist people in decision-making on public policy, create more jobs and services, and also drive economic growth.
