Secretary of State of Ministry of Post and Telecommunications, he has been researching and collecting input from all stakeholders for Digital Government Policy which was approved by the Royal Government of Cambodia in Jan, 2022.
He made his effort in Digital sector until Cambodia was selected as the first country to promote the digital revolution supported by the International Telecommunication Union (ITU) Partner2Connect in line with the United Nations Sustainable Development Goals (UN) 2030. In September 2018,

In March 2018, he was appointed as the Chairman of Telecom Cambodia (TC) which is the state enterprise.August 2017 to September 2018, he was appointed as Under Secretary of state of Ministry of Posts and Telecommunications (MPTC). In July 2014, he was elected as the president of ICT Federation of Cambodia to unite all ICT related associations in Cambodia into one and to advance Cambodia into a digital age by using latest technologies.

He came back to Cambodia and work in a local petroleum company, Kampuchea Tela Co., Ltd. He got his Bachelor Degree in Economics and Business with minor in Computer Science in US and Master Program at EUROMED (Marseille, France) in Management.d as the Chairman of Telecom Cambodia (TC) which is the state enterprise.

He was elected as the President of Cambodia Rice Federation (CRF) in 2014 and later in 2016, he was re-elected as the President again. In these 2 terms, he had been putting all his efforts to unified the rice chains production and promote the rice export to other countries. During his tenure as President of the Cambodian Rice Federation, he won the World Best Rice Award three times, in 2013, 2014, and 2018.
