ឯកឧត្តម សុខ ពុទ្ធិវុធ រដ្ឋលេខាធិការ ក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ បានដឹកនាំប្រតិភូក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ ចូលរួមសន្និសីទសហភាពទូរគមនាគមន៍អន្តរជាតិ ITU Plenipotentiary 2022 (PP-22) ដែលប្រព្រឹត្តិទៅពីថ្ងៃទី២៦ ខែកញ្ញា ឆ្នាំ២០២២ ដល់ថ្ងៃទី១៤ ខែតុលា ឆ្នាំ២០២២ នៅរដ្ឋធានី Bucharest ប្រទេសរ៉ូម៉ានី។

សន្និសីទនេះធ្វើឡើងជារៀងរាល់៤ឆ្នាំម្តង ដើម្បីបោះឆ្នោតជ្រើសរើសថ្នាក់ដឹកនាំ ITU ក៏ដូចជាពិនិត្យនិងអនុម័តលើការងារសំខាន់ៗមួយចំនួនទៀតដែលស្នើឡើងដោយប្រទេសជាសមាជិក។ គោលបំណងនៃសន្និសីទ PP-22 មានគោលបំណងសំខាន់ៗ គឺការរៀបចំបោះឆ្នោតជ្រើសរើសថ្នាក់ដឹកនាំថ្មីរបស់សហភាពទូរគមនាគមន៍អន្តរជាតិ អនុម័តលើរបាយការណ៍និងគម្រោងនានាដែលបានដាក់ចេញពីកិច្ចប្រជុំត្រៀមតាមតំបន់ និងកែសម្រួលមាត្រាដែលមានចែងក្នុងធម្មនុញ្ញនិងអនុសញ្ញារបស់ ITU ដែលបានស្នើឡើងដោយប្រទេសជាសមាជិកឱ្យស្របទៅនឹងផែនការយុទ្ធសាស្ត្រនិងផែនការថវិការបស់ ITU។

នៅក្នុងសន្និសីទនេះ ឯកឧត្តម សុខ ពុទ្ធិវុធ បានអញ្ជើញចូលរួមកិច្ចប្រជុំពិភាក្សាសំខាន់ៗ ថ្លែងសុន្ទរកថា និងផ្ដល់បទសម្ភាសន៍ក្នុងសន្និសីទ ITU Plenipotentiary 2022 (PP-22) ទាក់ទងទៅនឹងការធ្វើបរិវត្តកម្មឌីជីថលនៅកម្ពុជា តាមរយៈការដាក់ចេញក្របខណ្ឌគោលនយោបាយសេដ្ឋកិច្ចនិងសង្គមឌីជីថល ២០២១-២០៣៥ និងគោលនយោបាយរដ្ឋាភិបាលឌីជីថល ២០២២-២០៣៥ ។ ឯកឧត្ដមក៏បានលើកឡើងអំពីយន្តការកំពូលដឹកនាំការធ្វើបរិវត្តកម្មឌីជីថល មានក្រុមប្រឹក្សាជាតិសេដ្ឋកិច្ចនិងសង្គមឌីជីថល ដែលដឹកនាំដោយសម្តេចតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា និងគាំទ្រដោយមានគណៈកម្មាធិការចំនួនបីរួមមាន៖ គណៈកម្មាធិការរដ្ឋាភិបាលឌីជីថល គណៈកម្មាធិការសេដ្ឋកិច្ចនិងធុរកិច្ចឌីជីថល និងគណៈកម្មាធិការសន្តិសុខឌីជីថល។ បរិវត្តកម្មឌីជីថលនៅកម្ពុជានឹងជំរុញឱ្យមានការកសាងរដ្ឋាភិបាលឌីជីថល សេដ្ឋកិច្ចឌីជីថល និងសង្គមឌីជីថល ដើម្បីសម្រេចបានចក្ខុវិស័យក្នុងការប្រែក្លាយកម្ពុជាជាប្រទេសដែលមានប្រាក់ចំណូលមធ្យមកំរិតខ្ពស់នៅឆ្នាំ២០៣០ និងជាប្រទេសដែលមានចំណូលខ្ពស់នៅឆ្នាំ២០៥០។

Cambodia was selected as First Country for Promoting Digital Revolution Supported by ITU Partner2Connect in line with UN 2030 Sustainable Development Goals.

H.E. Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications, led a delegation from the Ministry of Posts and Telecommunications (MPTC) to attend the ITU Plenipotentiary 2022 (PP-22) Conference from September 26, 2022 to October 14, 2022 in Bucharest. Romania.

The conference is held every four years to elect the ITU leadership, as well as to review and approve some important work proposed by member countries. The main objectives of the PP-22 Conference are to organize the election of new leaders of the ITU, to approve the reports and projects submitted at the regional preparatory meetings, and to amend the articles set out in the ITU Charter and Convention that proposed by member countries in line with the ITU Strategic Plan and Budget.

In this conference, H.E. Sok Puthyvuth attended keynote meetings, delivered speeches and gave interviews at ITU PP-22 related to the digital revolution in Cambodia through the introduction of economic policy framework and Digital Society 2021-2035 and Digital Government Policy 2022-2035. H.E. also mentioned the top mechanism to lead the digital revolution, the National Council for Digital Economy and Society, chaired by Samdech Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, and supported by three committees: Digital Government Committee, Digital Economy and Business and the Digital Security Committee. The digital transformation in Cambodia will push for the building of a digital government, digital economy and digital society to achieve its vision of becoming a high-middle-income country by 2030 and high-income country by 2050.

Simultaneously with the conference, Cambodia was selected as the first country for the promotion of digital revolution, supported by the International Telecommunication Union (ITU) Partner2Connect, in line with the United Nations (UN) Sustainable Development Goals 2030. Partner2Connect is a digital revolution promotion program that involves member countries and development partners with value about 26 billions USD. Through this selection, the Partner2Connect Roundtable will be held in Cambodia in November 2022, with the participation of government agencies, the private sector, research and development institutions, and development partners to discuss the digital revolution in Cambodia and mobilize resources and financing from stakeholders.
